Regional Transport Office (RTO) Tamil Nadu Car Insurance

A car insurance policy is mandatory for every vehicle registered at Tamil Nadu RTO as per The Motor Vehicle Act, 1988. The Tamil Nadu Transport Department ensures the enforcement of the provisions section 213 of the Motor Vehicles Act 1988, in Tamil Nadu (TN). The RTOs provide several services to the citizens of Tamil Nadu which include vehicle registration, issuing driving license, issuing vehicle fitness certificates and issuing permits.

Functions of RTO Tamil Nadu Transport Department:

The Regional Transport Office (RTO) is set up to look after vehicle operations in India. The main motive of this governmental organization is to manage a set of databases for every vehicle which is moving within the country and it also circulates a license to the drivers. Apart from this, this particular organization is also associated with the handling of affairs like inspection of pollution, accumulation of taxes, and also administers which vehicle is abiding by the road freightage laws.

  • Registration of recent vehicles.
  • Managing a database for every recorded vehicle.
  • Inspection of Vehicles on a routine basis.
  • Certificates are issued to the Vehicle owners so that they can keep the health of their vehicles under check. This will also help the administration know how many vehicles are fit.
  • Road tax is gathered from owners of vehicles once a year.

The Tamil Nadu Transport Department is mainly involved in the following functions and duties:

  • Vehicle Registration: The Tamil Nadu RTOs are responsible for issuing different categories of permits and collecting motor vehicle tax from vehicle owners in the state. Transport vehicles and private vehicles must be registered with the Tamil Nadu RTO.
  • Driving License: Tamil Nadu RTOs are also responsible for issuing permanent and provisional driving licences to applicants within their jurisdiction.
  • Conductor License: Issuance of conductor’s license, renewal of conductor license, duplicate conductor license, change of address in conductor license.
  • Administrative functions: The RTOs in Tamil Nadu also perform duties such as ownership transfer, no objection certificates, tourist permits, road tax collection, and issuing duplicate driving licences.
  • Road Welfare: Road safety, implanting proper road signs, traffic management, etc., are also functions of the Tamil Nadu RTO.
  • Registration of Motor Vehicle: Issuance of temporary registration of motor vehicles, registration of motor vehicle, change of address in registration certificate, duplicate registration certificate, endorsing hire purchase agreement, hire purchase agreement termination, renewal of registration, transfer of ownership of the vehicle of this state, re-registration of vehicle (or) transfer of ownership from other state, no objection certificate, advance registration number allotted by the government, advance registration number allotted by the regional transport officer within 1000 number from starting number of that day, alteration of vehicles, registration numbers reserved by the government.
  • Fitness/NOC: Issuance of fitness certificate for transport vehicle, temporary fitness certificate, revocation of C.F.X.
  • Online Permits Application and Objection System for vehicles: Issuance of contract carriage permit - auto rickshaw, motor cab (taxi), tourist motor cab (tourist taxi), maxi cab, Omni bus contract carriage, Omni bus – state wide endorsement, all India tourist motor cab, all India tourist vehicle (Omni bus).
  • Pollution control: The pollution output from a vehicle must be kept under check. RTOs check vehicles for their emission and issue the Pollution Under Control (PUC) certificate. Vehicles that do not comply to these norms must be serviced properly to bring the emissions down.

Vehicle Registration at RTO Tamil Nadu:

Car registration is mandatory in Tamil Nadu in order to safeguard and maintain the rod safety laws. It is necessary to apply for the registration certificate within 7 days of buying a new vehicle. The certificate contains all the important information related to vehicle and the owner. Listed below are the supporting documents that are needed by the authority to issue the registration certificate.

  • Operational Form-20
  • Form 21- sales authorization document
  • Road merit authentication and Pollution under Control (PUC) authentication and Form 22- from the maker of the vehicle.
  • Form-60/61 from the Income Tax Division or PAN card.
  • Authentication of insurance of the vehicle.
  • Evidence of residence (anyone):
    1. Ration card
    2. Voter Id card
    3. LIC Policy
    4. Attested affidavit by the seeker
  • Passport size images- 3 copies
  • If vehicles are registered on a temporary basis then documents for so will be required.

Types of Vehicle Registration in RTO TamilNadu:

1.) Temporary Vehicle Registration:

A car owner may get their vehicle temporarily registered with a registering authority. A temporary vehicle registration is valid for a maximum of 1 month post which it cannot be renewed. The application for temporary vehicle registration has to be submitted by the dealer on behalf of the vehicle owner to the Regional Transport Officer/Motor Vehicle Inspector Grade I. The whole process takes about 3 days and requires the vehicle owner to produce the vehicle for inspection.

Documents Required:
  1. 1. Application Form-20 (one more copy if the vehicle is with hypothecation)
  2. Form-21: Sales certificate
  3. Road-worthiness certificate and Pollution Under Control (PUC) certificate in Form-22 obtained from the manufacturer of the vehicle
  4. Vehicle Insurance Certificate
  5. Form-60/61 from the Income Tax Department or GIR or Pan card
  6. Address proof (one of the following):
    • Ration Card
    • LIC Policy
    • Voter ID Card
    • Passport size photos
    • Affidavit by the applicant attested by a Notary, Executive, or First Class Judicial Magistrate

2.) Permanent Vehicle Registration Process:

Following is the process for permanent registration of non-commercial vehicles in Tamil Nadu:

  • For registration of a new non-commercial, private vehicle, an application has to be made in the prescribed Form 20 and submitted to the Transport Department/RTO in your area. Form 20 can be downloaded online or can be obtained from the RTO.
  • An applicant needs to submit the sales certificate issued by the dealer/manufacturer, road-worthiness certificate provided by the manufacturer, attested copy of vehicle insurance document, proof of address, original print of the vehicle chassis number, and others.
  • Receipt of one-time-road tax paid to the transport department and payment of registration fee.
  • A registration mark will be allotted to the vehicle after vehicle inspection by the registering authority.

How to Change of Address in Car Registration Certificate (RC)?

A change in the address of the vehicle owner has to be recorded in the Registration Certificate for which they must make an application to the Regional Transport Officer/ Motor Vehicle Inspector Grade I.

How to Transfer Ownership of Car Registration Process in TamilNadu?

  1. Form 29: Announcement of the transfer of vehicle (duplication).

How to do Duplicate Registration Certificate Application Process in TamilNadu?

The application for issue of duplicate RC has to be submitted by the owner of the vehicle to the Regional Transport Officer/ Motor Vehicle Inspector Grade I. How to do Renewal of Car Registration at TamilNadu?

After 15 years from the date of original registration, the owner of a private/non-commercial must apply for renewal of vehicle registration. The registration certificate must be renewed 60 days prior to the expiry of vehicle registration. The application has to be made to the Regional Transport Officer/Motor Vehicle Inspector Grade I and the vehicle needs to be produced for physical inspection. In Tamil Nadu, traffic violator identification rests with the traffic police. The e-challan issuance is undertaken by the Tamil Nadu traffic police and RTO authorities after detecting a violation through an efficient camera system. Step 1. Visit TNSTA

Step 2. Navigate to the ‘Services’ option and select ‘Citizens Services’. It will redirect you to the Parivahan e-challan portal.

Step 3. Enter your challan number, vehicle number, or driving licence number and click ‘Get Details’.

Step 4. A list of your challans will be displayed. Select the challans with pending payments.

Step 5. Choose the mode of online payment and pay your Tamil Nadu e-challan.

How to Check the Status of Tamil Nadu E-Challan Online? Very often, people do not notice the challans levied against them. If you are someone who drives your vehicle regularly, it is a good idea to periodically check for any challans against you. The steps for checking traffic fines online in Tamil Nadu are as follows:

Step 1. Visit the Parivahan website at Accused-challan or the mParivahan app.

Step 4. If there are no pending challans against you, a message will appear telling you that no pending challans are found.
