What is Vehicle Registration Process in Haryana?

A vehicle owner in Haryana cannot drive his vehicle in India unless he has registered it with the Haryana RTO. The Motor Vehicles Act, 1988 makes it compulsory for a vehicle owner to register his vehicle with the RTO to be able to legally drive the vehicle all over the country.

On the submission of the documents, the documents are verified and the vehicle is inspected on the basis of which the registration number is issued.

Process to Register a Vehicle with Haryana RTO:

For registration, an application on the prescribed form must be submitted to the RTO. After verification, the vehicle registration number will be allotted within seven days. The application must be accompanied by:

  • Vehicle for examination
  • Sales confirmation, and temporary registration certificate from dealer
  • Original invoice
  • PUC and road tax certificates
  • Copy of the vehicle insurance policy
  • Photo ID and address proof (PAN and Aadhar card)

Renewal of vehicle registration in Haryana:

After 15 years from the date of vehicle registration at the Haryana RTO, the vehicle owner has to apply for renewal of vehicle registration.

The application for renewal of vehicle registration has to be made 60 days before the expiry of the valid vehicle certificate. The application has to be made at the Haryana RTO and the below documents are to be submitted.

Re-Registration of Vehicle from Other States:

In case the vehicle is registered in another state and the vehicle owner wants to transfer the vehicle ownership to Karnataka, then the below process has to be followed for doing so:

  • Form 33 i.e. form for change in address
  • Vehicle registration certificate

1. Temporary Vehicle Registration:

A vehicle proprietor may get their vehicle unexpectedly registered with a registering authority. 2. Permanent Vehicle Registration Process:

For registration of another private vehicle, an application must be made in the prescribed Form 20 and submitted to the Transport Department/RTO in your region. Receipt of one-time-road survey paid to the vehicle office and installment of registration expense. A registration number will be allocated to the vehicle after vehicle examination by the registering master.

Functions are explained of RTO Haryana:

Issue of driving license – Conducts qualifying driving tests for the issue and renewal of learner’s, permanent, and international driving licenses. It also deals with granting licenses to conductors and authorization to motor driving schools. Both driving licences and conductor licences are issued by RTOs to the concerned applicants. Further, the RTO is also responsible for issuing licences to driving schools in the state.

Vehicle registration – Deals with temporary and permanent registration of motor vehicles, issues permits for commercial vehicles, transfer of vehicle ownership, granting NOC and fitness certificates for vehicles.

Taxes, fees, and penalties – The RTO collects a variety of taxes, fees, and penalties such as a penalty for departmental action cases, Pollution Under Control (PUC) certificates, registration of vehicles, fees for issuing licenses, motor vehicle tax for all vehicles, one-time road tax, etc.

How to pay e-challan issued by Haryana traffic police?

You can pay an e-challan issued by Haryana traffic police either online or offline.

1. Paying traffic e-challan online:

There are three ways of paying traffic e-challan online - using Park+ website, using Parivahan website and using E-Gras accounting web portal of Haryana Government.

a.) Using Park+ website:

The easiest and quickest three-step process of paying e-challans in Haryana is by using the Park+ website. 1. Enter your vehicle number on the Park+ website. 2. Verify the One Time Password (OTP) sent to your registered mobile number. 3. You will then have access to all your e-challans issued by the Haryana traffic police. Select the challan and make the payment.

b.) Using Parivahan website:

You can also pay your traffic e-challan issued by Haryana police by using the Government of India’s official e-challan website - Parivahan.

  1. Visit the Parivahan e-challan webpage.
  2. Enter your Challan number/Vehicle number/Driving License number.
  3. Then, enter the Captcha code and select ‘Get Details’.
  4. Now, from the list of e-challans, select the one which you want to pay.
  5. You will have access to the pending amounts and your offense details.
  6. Proceed with the payment.
  7. Upon successful completion of the process, you will receive a confirmation along with the transaction ID.

c.) Using Haryana Government’s Receipts Accounting web portal - e-Gras:

You can visit the Government Receipt accounting system online which is functional as the E-Gras Haryana website

  • Visit the E-Gras Haryana web page.
  • Log in with your username and password if you have one. Or, simply enter the username and password as ‘guest’ to sign in as a guest user.
  • Select category as ‘Police Fees’ and purpose of payment as ‘Challaning of Vehicles’.
  • Then select District, Treasury, Office Name and Period as applicable.
  • Fill in the due amount in front of ‘Receipts from traffic challans’.
  • Enter your name, address, email address, and mobile number.
  • Also, select the payment details if you wish to make the payment online.
  • Upon successful payment, you can print a copy of your challan receipt.

2. Paying Haryana traffic e-challan offline:

To pay e-challan issued by Haryana traffic police offline, you can opt for either of these two methods:

  • You can visit any traffic police station in your city along with your Driving Licence, Address and Identity Proof, and letter for a traffic violation and submit your fine in cash.
  • Or, you can generate a challan using the E-Gras website by the Government of Haryana. Then, visit the bank’s branch to make payment manually.

Basic Road Safety Rules:

Drive on the left side: Keep to the left side of the road while driving. If there are no dividers or lanes, let the traffic pass safely through your right.

Overtake from the right: Always overtake from the right side after flashing the indicator or honking the horn. Avoid overtaking on the narrow lanes as it may jeopardize others’ lives.

Respect traffic police: Never disobey or argue with the police offers. Bribing an officer is a punishable offense. Co-operate with the police to ensure smooth movement of traffic on the road.

Respect traffic signals: Jumping the traffic signals can cause you a heavy penalty. If there are any pedestrians, wait for them to cross before moving your vehicle.

Obey ‘No Parking Signs’: Never park your vehicle in the ‘No Parking zone. Also, avoid parking on busy corners or in the middle of the road. Your vehicle can obstruct other motorists and cause accidents or chaos.

Understand the road signs and markings: Every driver needs to understand and obey the markings and informatory signals on the road. These signs prepare/warn you of what lies ahead. They also indicate what you're allowed or not allowed to do while driving on the lane further.

Make way for emergency vehicles: If you see emergency vehicles such as ambulances, police cars, fire engines trying to pass, make way for them. Blocking their passage may lead to loss of life/property. Therefore, it is considered a punishable offense.

Carry relevant documents: A vehicle owner must always carry the following documents in his vehicle.

Honking: Honk only when necessary e.g while overtaking, changing lanes, or passing through a narrow lane. Do not blow horns in front of schools and hospitals.

Adhere to the Speed Limits: Always adhere to speed limits both while driving within the city or on highways. Overspeeding or racing on the road may lead to accidental deaths.

Use of lights: Use the side indicator lights while switching lanes or turning around. Also, use the fog lights and the emergency light in case of heavy rains or fog. This shall warn the other motorists to maintain a safe distance while driving.

Do not use mobile phones while driving: Never use mobile phones while driving. In case of an urgent call, first, park your vehicle on the roadside and then use your mobile.

Never drink and drive: Drunk driving is a punishable offense across India. It can cost you a very heavy fine, imprisonment, or a permanently suspended license. Before getting behind the wheels, make sure that the alcohol level in your blood is within permissible limits.

A learner should be accompanied: A Learner should never drive alone. He must have someone with a valid driving license sitting beside the passenger seat.

Prioritize pedestrians: Always let pedestrians cross the road first. Slow down your vehicle or stop if there’s a zebra crossing ahead. Make way for school-going children and senior citizens.
